Could it be that it happened due to the hunting habits of predators. Tigers need to predict where the deer is going to move. And monkeys need to predict where their prey is going to move when they hunt in organized groups…

Expectations are when something has happened and happens more than once when the same scenario is made. Example. If a baby picks up a bottle and it has milk in it, then another time does the same thing, then the expectation is that after this happening a few times, the baby will expect the bottle to have milk in it every time he picks it up. I think what you are talking about is in a form “prediction”. To use your example: A tiger bites the tail of his brother, he will predict that the brother will react, but he cannot expect him to react, because the brother may not even care.
I may have confused you more than you were already, but it makes sense to me.

Yes, that develops pretty early. Piaget studied it in his day-to-day observations of his child. See his writings on how it develops. We need to understand what to expect will happen pretty early, for our safety, to predict dangers.
